Canada, Stampless folded letter to England, from Port Hope, U.C. to London, postmarked red Port Hope broken circle, Nov 17, 1855, black boxed "REGISTERED", red "PAID 8d Stg." and "10d Cy.", backstamped Toronto Nov 18, with red British crowned "REGISTERED" and manuscript "6" (d) due on front.
Estimate 500 - 750

Postage was 8d sterling or 10d currency by British Packet via Boston. Until April of 1859 the fee for registration within the U.K. could not be prepaid in Canada. Hence the due "6" marking indicating the 6d U.K. registry fee which had to be paid by the addressee.

During the Crimean War many Cunard steamers were employed on war duty. Consequently, Cunard mail packets only sailed from Boston every two weeks instead of every week. Thus, mail to the U.K. was often directed to be sent by U.S. packet via New York.

This cover was rated at double the 10d rate by British packet plus 1d for registration within Canada. There was no registry fee available for mail to England, hence the "6" (d) due, the British registry fee, to be paid by the addressee. This rate would normally have been paid by two 10d blues with the registry fee paid in cash but apparently there were no 10d stamps available in Barrie at the time.

Harrison hypothesized that upon learning that the addressee would be charged 6d for a registered letter, the writer changed his mind and sent the letter by regular mail. Accordingly the "REGISTERED" handstamp was scratched out and the 1d fee refunded.

Expertization: 1979 Greene Certificate.

This could be either a double rate cover with the 12½¢ registry fee paid in cash or a single rate cover with both the postage and the fee paid with stamps. It is one of nine such frankings recorded to the U.K.

The Hamilton "REGISTERED" handstamp indicates that the 12½¢ registry fee had been prepaid but apparently the postmaster at Peebles marked the cover with a manuscript "6" in an attempt to collect an additional 6d for the U.K. registry fee.

Canada, Stampless cover, from the Prosser correspondence sent from London, U.C. to New York, postmarked London on Oct 1, 1856 with black straight line "REGISTERED" and two strikes red straight line "PAID", one followed by red manuscript "15" (cents), the other with "3+6=9" (pence sterling), and "CANADA" in arc exchange marking, red manuscript registration number "8-1491" indicates arrival in New York on the 8th and is the only U.S. marking; small repaired nick at top, where the cover has been slightly reduced, and the flap is missing, otherwise a Very Fine and unusual in that neither the postage nor the registry fee were paid with stamps.

The registered mail agreement between Canada and the U.S. took effect on October 1, 1856. The postage rate remained at 6d sterling (10¢ currency) per half-ounce while the registry fee was set at 3d (5¢). This cover, which shows the combined postage and the registry fee in both currencies, was mailed on the 4th day of cross-border registered mail service.

Canada, 1855, 6d slate gray plus ½d rose strip of four and pair (5, 8), 6d four margins including a 5mm sheet margin at the right (under the ½d pair), ½d strip has four, mostly large margins, the pair is just cut in a the top but has a partial sheet margin at the bottom, all tied by seven strikes 4-ring "18" on blue folded cover from Kingston to New York, postmarked brown Kingston broken circle, Nov 23, 1857, and straight line "REGISTERED", magenta manuscript registration number "30 11973", the only U.S. marking, indicates arrival on the 30th; pressed vertical file fold through the ½d pair and the left stamp of the strip is damaged where it originally extended beyond the edge of the cover, a subsequent owner has refolded the sheet and pressed the resultant crease, a fact made more obvious by the broken "KIN(GSTO)N" postmark, otherwise a Very Fine and spectacular cover, one of ten covers known prepaying with stamps the 9d registry rate to the U.S. and unique in this format.

Many postal patrons were not aware that the cost of registering mail depended upon the destination. The sender of this letter apparently assumed that the registration fee to New York was the same as the domestic fee of 1d and applied a pair of his discounted ½d stamps to pay it (the ½d stamps could be purchased at a 5% discount in quantities of 20 or more). When informed by the clerk that the proper fee was 3d he added four more of the ½d stamps to the left of the 6d.

Canada, 1864, 2¢ rose (20), tied by target cancels, along with a pair and four singles of the 1¢ rose (14) and a single 5¢ vermilion (15), on small cover from Embro, C.W. to Island Pond, Vt., postmarked Embro, Nov 16, 1866 ("15" changed in manuscript to "16") with two strikes black straight line "REGISTERED", one of which ties the 1¢ strip to the cover under the 2¢ pair, the Embro c.d.s. is also struck under the 1¢ at the lower left, indicating that the sender probably decided to pay the 5¢ registry fee with stamps, made up by the pair of 2¢ and a 1¢ after initially intending to pay it in cash, backstamped Beachville, C.W. and G.W.R./West, both also on the 16th, no U.S. markings; most of the stamps have some perf damage, due to being placed at the extreme edges of the cover, and there is a tiny tear at the lower left, a Fine and a unique make-up of the single 10¢ + 5¢ rate.

Delivery was refused by a relative of the addressee, one Daniel Murphy. Accordingly, the letter was marked ":Returned Letter from Francis Murphy" and readdressed to the sender. The postmaster in Mount-Forest rated the letter at 10¢ due, the unpaid penalty rate for the double weight letter. No further registration fee was required (the original fee had been paid in cash) because the letter had not been delivered.

Apparently, after the sender left the post office the 2¢ stamp was determined to be previously used and was (mostly) removed. The cover was forwarded to post office headquarters in Quebec where the 2-ring "3" was applied (tying the other 2¢ remnant). The cover was then sent out with 4¢ due (double the 2¢ deficiency, though there are no markings to that effect). Horace Harrison theorized that a postage due notice was attached at the upper left where a bit of red sealing wax can be seen.

This cover shows payment of 1¢ for the drop letter fee plus 1¢ for the carrier fee and 2¢ for registration. In 1868 the carrier fee was increased from 1¢ to 2¢. However, the postmaster at Montreal never implemented the 2¢ carrier fee, keeping the old 1¢ rate in effect until free carrier service was introduced in 1875. Anywhere other than Montreal (or Quebec, which also maintained the 1¢ carrier fee) this letter would have been rated at 5¢ (including the 2¢ registry fee).
